Under the reform plan “New Challenges, New Chances”, governors will increasingly make decisions based on their own analysis and understanding of needs. They will be held directly accountable for these decisions by their local stakeholders. Governors will be freer to adopt new organisational forms across the post-14 spectrum including charitable trusts, merged corporations, mutualisation and public/private partnerships.

These challenges and opportunities will test the quality of governance and leadership of colleges, communities and local training and skills providers.
This document profiles the Learning Board development programme, which provides a unique, sector-based process to observe, validate and offer structured feedback on the key aspects of effective board performance.

The Learning Board has been developed by LSIS to enhance the ability of Chairs, supported by Principals and Clerks, to provide the outstanding strategic leadership required for this next exciting period of development in the further education and skills sector.

Having responded to the Equality Act earlier in the year LSIS is now making clear its commitment to equality by establishing equality objectives for the coming year.

We’ll be enhancing our evidence base, publishing the results of our staff equality profile analysis to monitor change and identify any potential for discrimination or disadvantage in the workplace, and we’ll be identifying appropriate organisations against which to benchmark the LSIS workforce diversity profile and equality performance.

Details of how we’ll be achieving these objectives can be found in our updated report.

This summary report provides the analysis of the diversity profile of the further education and skills sector workforce in England. It covers staff in general further education (FE) colleges (including tertiary education), national specialist colleges, sixth form colleges, special colleges, specialist designated colleges, independent training providers and adult and community learning (ACL) organisations. Independent training providers are categorised as work‑based learning providers (WBL) in this report. This report draws primarily on the analysis of the Staff Individualised Record (SIR), which is an annual workforce data collection from FE colleges, gathering data on fields such as age, gender, ethnicity and disability.

This checklist has been developed by the Mixed Economy Group (MEG) and its member colleges, with support from LSIS for governors, trustees and leaders of FE Colleges who are considering extending or establishing their delivery of higher education (HE) provision.  It offers advice to support your strategic considerations as the implications of the government’s reform of higher education take effect over the next few years. 

This is the first of a suite of resources that LSIS will be developing with partner organisations over the next few months to support providers improve the quality and consistency of their HE offer and develop collaborative approaches to delivering HE.

LSIS has responded to the Equality Act 2010 act with the following report. This report outlines how the Learning and Skills Improvement Service is complying with these requirements. It summarises how LSIS intends to move forward over the coming months, to not only meet the duties of the Act, but to be an exemplar of good practice both to our staff and users of our services.
LSIS is committed to creating an inclusive, responsive and supportive working and learning environment for everyone.  We are determined to develop and sustain an internal culture and services which create equal outcomes for our staff, learners and colleagues within the FE and skills sector.
Our objective is to ensure everyone irrespective of background is treated equally, with dignity, value and respect.  Our policies and equality strategy (which is being developed) will focus on making equality real and central to how we work as an organisation.

LSIS is both a company limited by guarantee registered in England and a charity registered with the Charity Commission. It is managed by a Board comprising its charitable Trustees, who are also the directors of the company, and also has a Council of up to 30 members elected from the further education sector.

The priorities for 2010-11 were to support organisations performing below standards, to build the capacity of the sector to self-improve and to offer continuing professional development for staff at all levels. The emphasis was on more self-improvement solutions and strategies led and delivered by the sector itself.

It has been established within LSIS’s Strategic Intentions framework setting out five key platforms for improvement services delivery that are focused on serving the priority interests of the sector.

In spring 2010, the UK Commission for Employment and Skills and LSIS came together to explore – through a series of sector-led action research projects – the implications for colleges and providers of the UK Commission’s proposal for ‘community scorecards’ to be part of an emerging suite of public information to inform choice. This report outlines the experiences of the eleven providers involved in the action research and identifies some overall research conclusions from the project. It also considers the emerging implications of these conclusions for future policy development and implementation and makes six proposals.
