Working with LSIS

LSIS’s role is to help the sector help itself, using our resources to improve sector services while simultaneously building the sector’s own improvement capability.  Our priorities for the year ahead will be to support those organisations performing below standards, to build the capacity of the sector to self-improve and to offer continuing professional development for staff at all levels.

We see the sector as a key delivery partner and will be encouraging providers, and consortia of providers, to bid for funds to deliver support.  Details of the opportunities available will be published on the Tenders page of our website.  All new programme contracts will specify that consulting and involving the sector in all areas of delivery is a priority for funding and contractors will be required to work towards a target of 60 per cent overall programme delivery by the sector in 2010-11.  This target will increase to 70 per cent in 2011-12 and 80 per cent in 2012-13.  A maximum management fee of 10 per cent will apply with an open book approach to the accounts for the activity.  We will pay day rates within an agreed range only, balancing the need for value for money for public funds with the business needs of delivery partners.

For this to become a reality, however, it is essential that the sector is willing to share its expertise and release staff to help accelerate the drive for improvement.  A number of secondment opportunities will be offered which it is hoped will attract the very best that the sector can offer.
